I tested with 1.941 and some newer commits in master (also commit 887ff48). I think the cause has something to do with the GCroups. But Systemd kills the new Webmin process after timeout. But Webmin doesn't want to terminate at all, only restart.

Systemd is so smart and knows that Webmin was received a sigterm and expects Webmin to terminate. Webmin is down and the Systemd was killed Webmin: State 'stop-sigterm' timed out.
